The Training of Trainers (ToT) on “Civil and Family Registration System for Refugees,” conducted for staff drawn from all branch offices and the head office, has successfully concluded.
The training covered major thematic areas including family registration directives and regulations; the new Digital Civil Registration System; mobile civil registration and vital statistics systems through practical demonstrations and hands-on exercises; challenges in implementing mobile civil registration and vital statistics systems; civil registration legal frameworks and concepts; the new Civil Registration Directive and Guideline; as well as civil registration applications and operational challenges in the field.
Throughout the sessions, participants raised practical challenges encountered during implementation and received comprehensive clarification through group discussions, reflections, and technical guidance provided by trainers from the Immigration and Citizenship Service.
Speaking at the closing session, Protection Director Daba Lemessa emphasized that participants should translate the knowledge and skills acquired during the training into meaningful practical results upon returning to their respective duty stations. He further underscored the importance of adapting to the new Digital Civil Registration System to facilitate its timely and effective implementation.
Participants noted that the training helped address challenges they had faced in practical implementation, improved their understanding of key concepts, and clarified misconceptions. They also recommended that similar training opportunities be extended to stakeholders engaged directly or indirectly in related areas of work.
The trainers likewise highlighted that the discussions and participant feedback provided valuable insights for further improving the newly developed digital civil registration system.
The initiative reflects the continued commitment of the Government of Ethiopia, through the Refugees and Returnees Service, to strengthening the civil registration system and ensuring inclusive access for refugees in line with the amended civil registration proclamation, directives, and regulations.
The training was organized by the Refugees and Returnees Service in collaboration with the Immigration and Citizenship Service, with financial support from UNICEF.
