Refugees and Returnees Service (RRS), in collaboration with the World Bank funded Development Response to Displacement Impacts Project Phase II (DRDIP II) under the Ministry of Agriculture, has organized a policy dialog on Ethiopia’s Refugee Inclusion at national and regional levels.

Bringing together participants from government institutions and RRS Head Office and Branch Offices, the dialog underscores Ethiopia’s commitment to advancing inclusive policies and initiatives that would benefit both refugees and host communities.

At the center of the discussion is the shift from a humanitarian response toward a development-oriented, whole-of-government approach, highlighting the country’s progress to refugee protection and inclusion.

This transition aligns with national priorities and global frameworks, ensuring that refugees are not only protected but also empowered to meaningfully contribute to the socio-economic dynamics in the country.

The dialog further explores the implementation of inclusive policies across national and regional levels, particularly in key sectors such as education, health, livelihoods and social protection.

Emphasis is placed on strengthening institutional capacities and enhancing coordination among government stakeholders to ensure that services are accessible, equitable and sustainable.

Participants also seized the opportunity to reflect on the challenges and opportunities in operationalizing refugee inclusion at regional levels, noting the importance of coordination between federal and regional authorities to bridge policy and implementation gaps.
